The Office for National Statistics (ONS) has given approval for overseas access to the 1991 Individual and Household SARs and the 2001 Individual Licensed SAR (IL-SAR) and the Small Area Microdata (SAM). The applicant must be from a reputable organisation and ONS maintains the right to reject overseas applications. The purpose for using the data must be one that ONS supports to be an appropriate use of the data.
Overseas researchers wishing to use the SARs should complete the application form (pdf or word version) and return it either by e-mail or as a hard copy to Gillian Meadows at the address below. Overseas users must also have the backing of a senior representative of their institution. This will take the form of a signature from a head of department/head of profession. All applications will be sent to the Office for National Statistics, the General Register Office for Scotland and the Northern Ireland Statistics and Research Agency for approval before an End User Licence is granted to an overseas user.

CCSR is responsible for all overseas dissemination of the Individual SAR and Small Area Microdata. All queries about applications should be directed to the SARs help desk.
CCSR, the Office for National Statistics, the General Register Office for Scotland and the Northern Ireland Statistics and Research Agency will have the right to penalise the supporting institution if any user from overseas breaches the End User Licence. This would result in barring the offending researcher and further researchers from the supporting institution from having any further access to the SARs.
