This file is available to users who have successfully applied for a special licence via the Economic and Social Data Service (ESDS). The Special Licence requires users to sign up to a much higher degree of data stewardship described in the Microdata Handling and Security: guide to good practice. Commercial users may apply to use these data for statistical analyses only. Commercial uses which are specifically barred by the licence include resale of data and the use of these data in direct marketing. This data file is not available to overseas users.
The coming into force of the Statistics and Registration Service Act in April 2008 brings to an end SL arrangements prior to this act. Access to ONS Special Licence data will continue but under a new legal framework set out in the act. Any new user requiring ONS Special Licence data will have to be accredited by the UK Statistics Authority as an Approved Researcher. Users can order the data from UKDA and will automatically be directed to Approved Researcher forms for completion.

Users who obtain access to Special Licence data are required to read and follow the Microdata Handling and Security: guide to good practice. This includes additional guidance on:
• avoiding inadvertent statistical disclosure
• storing and accessing data securely
• how to permanently destroy copies of data
Further information on requirements for accreditation as an approved researcher can be found on the ESDS web site.
If you require the 2001 Special Licence Household SAR to undertake research which has been commissioned by another organisation, such as a government department, the application to use the data should be made by the commissioning organisation. Researchers who will use the data to undertake commissioned work should, however, be named on the application.
Please note that the UKDA operate a separate charging policy.
CAMS files are controlled by ONS. Further information about access is available from the appropriate CAMS page. These files are not available to overseas users.
